Glavinitsa
Municipality is
situated in the north-east part of Republic of Bulgaria.
In accordance with the country’s administrative-territorial
division, it belongs to the region of Silistra.
The municipality lies on a territory of 481 m2. 271260
decares agricultural resources and 138 641 decares timber
resources belong to it. There are 23 settlements within
the municipality covering on area of 71099 decares.
Prevailing altitude above sea level ranged between 200
to 300 m. The municipality’s lay is cut through
dry valleys under which underground rivers flow.
There are 18 artificial lakes and a marsh located in
the municipality.

Glavinitsa
Municipality is situated in place with a temperate welcoming
climate. The average monthly temperatures are not over 25°C
and below 1°C. The average annual temperature is 12.4°C.
The average absolute minimal temperature for a year reaches
-1°C, and of January -15°C. The average maximum temperatures
reach 24.7°C, and during July reach 35°C. The absolute
minimal temperatures are about -18°C, whereat the lowest
is in February -12.8°C. The spring sets in early –
during the first half of March. At that time a relatively
stable weather comes and the temperature of the air remains
above 5°C.
The rainfall total quantity is 645.5 liters in the Town of
Glavinitsa (Weather Service - Kubrat) and is exceptionally
even distributed throughout a year. The maximum rainfall (70.9
and 82.9 l/m2) is in May and June, and the rainfall minimum
is in October (32.3 l/m2). During the period of active vegetation
of winter-crops and spring-crops - April and July, fall about
40-41% (264.8 l) rains of the total rainfalls which assures
very good water security of plants and obtaining high results
from the cultures grown. During the period of active vegetation
earthling up cultures (maize, sunflower) fall 57-58% (371.5
l) of the total annual rainfalls, which provides a full generous
potentialities of the cultures and hybrids grown.
The period autumn-winter-early spring is not waterless - 274.0
l, or 42.5%, which provides good conditions for growth and
becoming ripe of the autumn crops.
No considerable differences occur concerning the relative
air humidity during each one of the year’s seasons.
The air humidity is ranged from 68.5 to 69.1% during the period
April-September, between 80.8 - 81.1% during autumn-winter
period, and the average annual relative atmosphere humidity
is 75.0%.. |
Soils
Within the region of municipality there are the following
kinds of soil: black earth, leached black earth, podzoled
black earth, diluvial-meadow, and anthropogenic.
Mineral Resources
According to data of former investigations there are no deposits
and ledges of ore minerals within the region, and as seems
there are no expectations of finding ore minerals. Among non-metalliferous
minerals there is limestone which is used for building material
production.
Water Resources
Danube River constitutes the north border of the Glavinitsa
Municipality. There are 18 artificial lakes in the municipality
and a marsh. Malak Preslavets marsh is one of the natural
landmarks in that region
Timber Resources
The municipal timber resources cover 138 641 decares, and
18 000 decares of that area is a municipal property. Coniferous
wood takes 805 decares, and broad-leaved wood and high-stem
- 30 288 decares. There are also mixed forests in the municipal
territory. The main parts of the wood massifs are located
around Glavinitsa ranged from 4 to 20 km. Our well developed
road infrastructure and favourable lay facilitate forestry
activities. There are no impenetrable wood due to a ground
inaccessibility that is the entire territory is easy accessible
for transporting a timber obtained, as well as in view to
all forestry activities, including the forests safeguard.
Natural Landmarks
Malak Preslavets marsh is located at 412th km near to Danube
River, within 3-4 km away from the village bearing the same
name, and about 20 km to the west of Srebarna Lake. Its east
side is neighboring on agricultural lands, its south end is
traced out by broad-leaved and mixed wood, to the west there
is a dike, which separates it from the river, and the north
side is traced out by a road that leads from the village to
the port. The marsh has a total area of 38.5 hectare. It is
necessary to draw attention to its structure which is very
much alike Srebarna Lake. There is a very interesting geological
history about it. About a million years ago the north-east
parts of the Danube plain is already a dry land. |

The lake was formed on that land thanks to erosive activity
of the quaternary river, which leached existing sends. They
are unstable and non-cohesive, easily destructible and disposed
to landslide and leaching. This process extends the river’s
outflow and decreases the stream speed, and sands taken formed
sandy hair. The marsh has a wide water mirror and a small
flooding terrace, which increases when water increases. At
the present time, superficially water streams are the sources
of water which supplies the marsh, probably also underground
water. |
Its water surface is above the average level of Danube River.
Its depth reaches 5 meters at its north-west part. The bottom
slope near its south part is about 2 degrees, which causes
sudden changes in the area of water upon thinly increasing
of water. Around the marsh there are the plant species: Chicory,
Borage, Red Clover, Lemna, Wolffia Àrhiza, Spirodela
Polyrrhyza, Ceratophylum Demersum, Water Buttercup, Narrow-leaved
and Broad-leaved Bulrush and there is the plant undoubtedly
number one in the marsh – Madonna-lily. The bird world
is the richest one during the spring and summer. There can
be found: Long-maned Egret, Small and Big Egret, Heron, Dumb
Swan, Chlidonias Hybridus. Throughout the whole year there
could be seen: Reed Circus, Buzzard, Meadow Circus, Blackbird,
Falcon, Fulica Àtra, whose presence proves the marsh
water cleanness, Ferruginous Duck, Great Crested Grebe, Teal
(Anas querquedula), Cormorant, Ardeidae, etc. Malak Preslavets
marsh was announced to be a natural landmark by Order ¹
310 from April 19, 1986 issued by KOPS. No investigation of
the biological diversity has been made within that region.

Infrastructure
The first class roads are in good repair around the territory
of the Glavinitsa Municipality. 23 settlements belong to the
territory of the Glavinitsa Municipality, 22 of which are
villages and 1 is a town.
There are 2 catchments in the territory of the Glavinits Municipality.
They has a capacity of 1.5 l/sec. Deep-drilling wells are
18, distributed by the settlements. The municipality has a
well developed communication network as well as properly set
up power supply. |
Business
/ Companies, determining the economic structure of the region
The major manufacture enterprises and resources of Glavinitsa
Municipality are situated in 16 settlements. The major business
funds, production warehouses, transport and other structures
are situated in the Town of Glavinitsa. The most number of
the existing workshops have been closed; building fund and
the equipment of some of them were already sold.
In Glavinitsa Municipality operates industrial company –
“Stroytehnika” JSC. In view to the number of employed
people and capacity of manufactured production, it can be
numbered among the category small-sized and middle-sized companies.
“Stroytehnika” JSC is a joint-stock company with
two-level form of management, managed by Supervisory Board
and Managing Council. The following entities are shareholders
with it: “Dobrudzha Holding” JSC, “Glavinitsainvest”
JSC, Ministry of Industry, “Evrohold” JSC as well
as physical persons. “Stroytehnika” JSC is a leader
in manufacturing of air and piston compressors, tubing scaffolding
ties and slaking lime tackle in Republic of Bulgaria.
On the basis of home and foreign compressor units, a wide
range of compressor equipment is being manufactured at output
from 245 to 2340 l / min, with a maximum pressure 15 bar ;
tubing scaffolding ties; slaking lime tackles – ÂÒ-2;
dustbins having a capacity of 3m3 and 4 m3; coal-burning stoves,
types - “Chudo” and “Kamina”; trading
stands manufacturing. The manufacturing structure of the company
made up of five production sections: cutting out department,
press, machine, welding, assembly hall. Compressor outfit
are designed for compressed air production of specified pressure.
They are applied in manufacturing factories, construction
sites, service-stations, repair shops, for operating of pneumatic
machines, devices and equipment. They are designed in view
to satisfy the various needs of different users. That range
of compressors includes the following models: mobile and fixed,
with or with out air-collection device. The technological
section making tubing scaffolding ties was opened in 1970,
but extensions, improvements, and reconstructions were made
latter. The annual production capacity tubing scaffolding
ties is 100 000 pieces. A production load of the assembly
line section for manufacturing tubing scaffolding ties is
30 %. In case of additional needs the production capacity
can be increased. The company applies active innovation policy
based on adopting of new high quality products. Having an
own resources of developing new products is a great advantage
upon pursuing that policy. The innovation and marketing policy
of the company on home market is designed for keeping and
widening their traditional market niche: high quality product
at reasonable prices.
The total number of employees of “Stroytehnika”
JSC is 40 persons. There is a possibility of increasing the
number of company’s employees proportionally to the
manufactured production volume. The company is situated on
area of 80 decares, and 10 decares of which is covered area.
There is also a possibility of clearing 3 decares covered
area more by reorganizing the machine park and manufacturing
shops. Production made by “Stroytehnika” JSC is
intended for sale in home market as well as in foreign market.
The company management applies its strategy for making its
way into market of Turkey and Macedonia and other countries
around the Balkan Peninsula; an opening of trade agency in
Republic of Turkey is coming.
"Parvi May" JSC has manufacturing activities. This
company manufactures furniture, fence nets, sport nets, fleecy
rugs, and industrial articles. It also offers woodworking
services, carter’s and smith’s services, fitter’s
and other services.
"Start 97" Ltd., Town of Glavinitsa carries out
production activities in the sphere of bakery and bread-making.
"Agrostroy-94" Manufacturing Co-operation, Town
of Glavinitsa makes concrete and lime solutions.
"Apolo-33" Ltd., Town of Glavinitsa produces cheese.
"Syarov" SP, Town of Glavinitsa is a manufacturer
in the sphere of furniture making: tables, chairs, dog houses,
baskets and other articles made from osier.
"Prima-Veselin Vasilev" SP, village of Zafirovo
is acting in the sphere of bread-making.
"Klasis" SP, village of Kalugerene is producing
bread and cheese.
At the present moment a number of former plants do not operate:
Wood-processing factory, Vegetable and Fruit Canning factory,
etc. Because of the municipality is characterized as an agricultural
region, it is recommendable of establishing small-sized and
middle-sized enterprises designed for food, wine and tobacco
industries. There are hundreds decares of apricot-trees and
vineyards in the territory of the municipality.

Recreation
and Tourism
No
hotels, recreation centers, attraction halls, and a natural
park in the territory of the municipality. Rural tourism is
also undeveloped |
Protected areas
The marsh
located near to the village of Malak Preslavets is protected
area. Its protection was announced by Order ¹ ÐÄ
– 411 dated from April 28, 2004 of the Minister of
Environment (promulgated in State Gazette, issue 48 / 04.06.2004).

Landmarks
Malak Preslavets marsh is located at 412th km near to Dunabe
River, within 3-4 km away from the village bearing the same

Climate
in this region can be characterized through a cold snowy
winter, during which the marsh gets frozen. Summer is hot
and dry and the marsh loses some quantity of its water.
Due to the plain lay and wide bleakness to the north, cold
winds blow without hindrance throughout the winter. The
average temperature in January is about -22, -23 Ñ.
There are high summer temperatures, but the average are
between 22 and 26 Ñ, and the highest 35 - 38 Ñ.
Rainfall quantity amounts to 560 mm. Prolonged mists are
typical for the late autumn and early spring. A frost during
the spring and autumn is among the non-periodical climatic
phenomenon in this place.

Profile Considerable Fulfilled Investments
Real estate
property prices are comparatively conducive to encouraging
investor’s interest. And the municipality is ready
to render the assistance needed. Small projects are being
carried out. But their results do not have an effect on
the local economy. During the current year, concession agreements
have been successfully concluded in respect of operating
10 water units.

schemes of the settlements. There are non built-up properties
appropriate for investments in the Town of Glavinitsa, Village

among good infrastructure and communications – 10 km
to second-class road, 20 km to a port at Dunabe River, 35
km distance to railway station and airport. It is appropriate
for building small-sized and middle-sized enterprises of textile,
chemistry and processing industries. |
